One reason there are so many people that are anti vaccine, is due to the lack of exposure to how disturbing some diseases can be. If everyone was shown graphic images of victims of diseases such as small pox, it might slightly help. Alternatively solitary confinement for a few weeks usually removes the issue. It's even very cost effective as no man power is necessary, besides locking up and clearing out the cells.
