Camera operators are usually given a heads up before they go live. This is used during events where the camera that is being broadcast constantly swaps.
If they don't get a heads up, a cockroach might end up on the 2020 Tokyo Olympics broadcast during the final few minutes of a match. The operator essentially assumed it was fine to mess around.
