Da Fei certainly has enough resources to recruit Lilim; the Necromancer Dragon rewarded him with 1000 units of crystal resources. In the four ordinary Dragon Tombs, each Rocket Angel fires three times, consuming a total of 720 units, leaving 280 units.
Since a Sea Monster that can withstand the depths is needed, its size cannot be too small. But if it's too big, the ship might not be able to carry it, and being too clumsy may not be good either. Size is a problem, so let's compromise and see the effect of 50 units of crystal.
But before that, there's something more important: whether the Sea Soul Staff can refine Lilim's Soul.
