In the land of the earth, has one of the 5 major villages the village hidden in the rocks. In the large building, we see an old man, doing paperwork.
Onoki P.O.V –
Curse this paperwork, when will I finish this and why aren't there any good talent to take my seat I guess my granddaughter can become one but she is far too young. As I was thinking about my miserable state and my worst enemy of any kage, a member of ROCK [A/N: ROCK is the ANBU version of village hidden in the rocks.]
Rock: lord tsuchikage, right now a letter was delivered to you by Kumo.
Kumo is one of our worst enemies their admiral not only killed out 1000 men/women but because of them we had to sign the peace treaty and during the 3rd great ninja war, they barely participated and stayed neutral during the war. As I thought they would be the first to enter the war as the 3rd Raikage is a muscle head.
Onoki: give me the letter and where is the messenger.
ROCK: he is currently waiting outside sir, and he also told me to inform you that if there is not a reply within 3 hours it would automatically consider that you have declined the invitation.

After reading it onoki decided to go and see what will happen and for participant, he decided to go with kuratsochi, Deidara, And others. The same message was received by both mist and sand villages and was accepted by the villages. And due to the existence of Adam and the stronger Kumo, that supported the rebels and within 3½ months won the civil war instead of 5 years. The land of thunder, water, and other smaller nations came together and created the navy that protects civilians' ships from being raided by pirates and transfer of goods between the country's as it helped many smaller nations, nobles, and civilians the marines had large support from them. Form the nations they get goods at a cheaper rate, the nobles get a tax which makes more money in their pocket and as many corrupt nobles were caught and sent to prison and nobles that have a higher standing but help the people of their domain remained and got some extra funds, and civilians were happy to get a safe is to travel and less cost on essentials such as fruits, vegetables, wheat, and rice. Soon a month passed and it was time for the beginning of the festival/ceremony on who would become the next Raikage. Many nobles came and family's to visit Kumo during this time. Many foreign nobles were surprised seeing how large Kumo is compared to their hidden village and the other 3 Kage's were surprised how the village in the clouds look and there were many buildings that had more than 15 floors. And the Kage building looks like having more than 20 floors. Soon it was time for the great village Kage's to come. Soon the village hidden in the leaf came first.
