The Stand Arrows don't actually have to be arrows to affect people. The power of the Arrow originally came from a meteorite which happened to land on Earth 50,000 years ago. It's this meteor that the Arrows were eventually fashioned from, by a man who wanted to achieve godhood through the powers of the meteorite.
