The Fourth Stage Salamandor Clone decided to move to the offensive. Since there was no current feasible way of avoiding the Dragon's attacks, it would be best to ensure she couldn't attack at all. With the difference in Stages she'd struggle to keep up with his pace.

One key part of his abilities with the thousands of clones was their dedicated 'character'. In order to maximize the effects of his Domain he placed a restriction on himself to ensure the Actors on stage were restricted to techniques, weapons, and even clothing to fit the scene. Naturally he can choose to avoid this restriction, but in return he couldn't utilize more specific debuffs.
For instance the Domain he used against the Sword Saint could only change the scene. There wasn't any restrictions put in place for himself purely because the Sword Saint had no visible weakness to take advantage of.
