If the opposition sect is too weak, even without exerting effort from the Federation people, they surrender in submission, then there's no need for "lackeys" like Drag Provincial Governor to exist.
Federation people wouldn't need to pay extra benefits to them or keep them here to assist; they could completely control this country directly, so why do it through others?
