The second was to rescue Jindai Yunlo. He was the one who set him up, so naturally, he had to save him.
The third and most crucial goal was to help Xiao San and the cockroach swarm infiltrate during the chaos.
City 20 had strict defenses. Without cover, he definitely wouldn't be able to get in.
In a sense, this was actually Qing Chen's main objective. Once the cockroach swarm entered the underground system, City 20 would be as good as wasted.
Originally, Xiao San was a bit worried. If he couldn't get in, wouldn't that betray the trust of the Parents' Meeting?
