There are many theories that are put forward as a premise to be proven how Siren family bloodline can use three abilities but no one has gotten any results, only thing they could think of is that their ability came from the strongest core that human ever come across and no one knows about the core level yet which colour that core has.

If one person first hears this law they would think that this is injustice and the government being unreasonable and harassing them, but this law was specially made for public safety to begin with if they didn't wear the mask people won't even realise that they're inside the siren family illusion and being controlled by them. This law came into existence because of one of the Siren family members who had controlled everyone a long time ago after that incident.
The mask covers their entire face from mouth to the forehead, when they wear the mask their voice can't be heard by anyone and their eyes can't be seen by anyone and the Siren family can't use their illusion ability because of the mask and normal citizens remain safe from them.
