The leaders of the Golden Hammer gang also don't allow normal members of the gang to get too involved with the activities going on in the base.
Not even Jake, their patron noble, has the privilege of knowing what is going on in the base and they don't report to him either. So the Golden Hammer gang has the shroud of secrecy.
This shroud of secrecy allows them to do whatever they want without having to explain to anyone. But this is not so for the Black and White gang and the Light Temple gang.
The Light Temple gang, for instance, is riddled with spies. All of these spies have a general idea of who and what enters and leaves the base of their gang. The spies also have a general idea of the size of the gang in terms of manpower.
So if anyone goes missing in the gang, the spies will catch wind of it. This made Legion decide that rather than use rank 3 godclads secretly, they should do it openly.
