The Heritage divine ability wasn't really meant to fight killers and other pathways. Its true effect is to suppress the effects of the divine abilities of other nobles.
Nobles already have a divine ability for suppression, and it is the rank 2 Noble Suppression. But this divine ability doesn't work on other nobles. After all, they have noble blood too.
But the Heritage divine ability fixes this problem and takes it to the next level by using the combined power of all of the ancestors of the noble in the rank 6 divine ability called Ancestral Power, the population size of the noble family, and the wealth and the influence of the noble to suppress other nobles.
Eventually, the nobles with the largest heritage, who are usually the nobles with the strongest Ancestral Power divine ability, the largest wealth, and the largest families, get to become angels and gain the rank 9 divine ability called Vassal divine ability.
