Their success in creating the powerful supreme law with 13 aspects in the void universe wasn't entirely due to their hard work. But that doesn't mean that they didn't have anything to do with it.
The aspect of Independence chose them and attached to them when they were mortals, and followed them ever since for a reason. That reason is their innate talent, and that reason is what they have to rely on to create the 13th authority.
It is clear that they already have their future paths mapped out and prepared. They are not clueless about the way forward and are not doing random things because they think they can.
They know what's important and what's necessary, so while their virtual body went hunting, they stayed in the Mindscape, comprehending it and mastering it. In fact, the fact that they are using the ultimate ability to create a virtual body to hunt for them is hastening the speed at which they master the ultimate ability.
