The Emperor of Harmony was not having a good day. His schedule was jam-packed with meeting after meeting scheduled with different polities and leaders across the true world. Since he had dumped the responsibility of the military defense of the Panama Continent to the newly instated Grand General Edward, he focused on forging alliances with the forces of the true world.
Words couldn't overstate how important this role was. If not for his timely alliance with the dwarves, they would have gotten absolutely steamrolled by the Evolutionary Army. The dwarves deployed their juggernaut mechs and other superweapons to attack the Evolutionary Army, forcing them to divert a tremendous amount of power to defend against them. Especially when they didn't have a single top-ten powerhouse who could take on God's Hammer.
