After experiencing the previous few worlds, they were very clear on how unwise it was to buy basic alchemy supplies directly from the Temporal Artifact.
They could all gather their own materials; who didn't have some mining skills... Toril actually had quite a bit of basic minerals, the lack of many mines was because there wasn't enough power to secure them.

Moreover, their mining methods were too primitive, relying entirely on oppressing or deceiving the impoverished.
