The Church of Lord of Dawn has many strange objects that can harm the Undead.
However, the type of 'Morning Dawn Paper' Edna uses to make manuals is actually just paper originally soaked in water from the Holy Water Pool offering to the Dawn Stone during the paper-making process.
After all, the water in that pool has to be allowed to flow out; rather than benefiting the creatures around Dawn Tower, it's better to use it, and Lansendel wouldn't mind their waste utilization.
The paper was originally just something the Dawn Church invented to showcase its bright attributes... The Undead cannot touch this paper, and only facts can be written on it, an effect discovered later.
