There are rarely young Rank-C Players in Zone 026. Those who manage to reach Rank-C are usually older. One reason is that their overall skill level is poor, and player progression is slow. To survive in the game, many choose to buy instance strategies, taking several years or even decades to advance one level.
Becoming an Advanced Player doesn't necessarily mean their abilities have truly improved. Therefore, even players of the same rank might not match them, let alone Rank-B Players, who must be the top talents nurtured with the full resources of the Central City. In their eyes, Rank-C Players from other cities probably don't even matter and don't require them to act.
