In the eyes of many, the Dream Teaching Country is an unconventional theocracy. For example, although it regards the Holy Scripture as its Code of Spells and reveres the gentle teachings of the Dream God that lean towards Orderly as the highest creed, it has never shown much of a 'detached' sense. Not only that, but this country has also been in constant friction with the neighboring Griffin Dynasty due to the common issue of boundary lines between large powers.
This doesn't seem like a big deal. After all, since it is a 'Church Country,' the Dream Teaching Country can naturally do many things that only a 'country' as an entity can accomplish. Even if it is not so detached from worldly affairs, it can still be considered within reason.
The obligations that the Pope and the Emperor need to fulfill are two different matters. Therefore, in this theocracy where the Pope himself is the highest ruler of the country, being a bit worldly doesn't seem like a big deal.
