Chapter 75 - Chapter 75: Police Reform

Chapter 75: Police Reform

When the old people from the Uchiha clan heard Raiken plan, it was as if a new world had been revealed to them. They had never realized that such a small action could be disastrous to the nobles.

They could not be blamed because for the first half of their lives, they had been busy fighting the Senju clan, then building the village alongside them. It was Uchiha Madara who broke that peace and they were forced to the corner, doing nothing and be quiet.

Those elders had no experience in politics and didn't know about nobles economy, especially during Tobirama era, they no longer had the chance to enter in politics.

Because of this, they knew nothing about how the economy worked, nor how even the smallest actions could jeopardize an entire system.

"Raiken, are there any side effects to your plan?" asked Hikaku.

"Yes, of course there are," replied Raiken. The elders inside the room tensed up. "First of all, massive layoffs will most likely happen. The nobles will lose money and fired those they see as burdens and the result is many people would become unemployed."

"Do you have any solution to help them survive? Or are you planning to hire them?" asked Koen.

"Yes," said Raiken. He then took out a map and marked a location on it, a place located on the outskirts of the village.

"What is the meaning of this?" asked Kagari.

"This location is the cheapest land in Konoha. No one wants to buy it, so it's perfect for a new shop," explained Raiken.

The mark he made was the same location where, in the original story, the Uchiha Clan would eventually be relocated.

"Huh? Why choose a place that far?" asked Yashiro.

"Our Nerve Gear shop is too small and I plan to expand it. I chose this place for a reason," replied Raiken with a smirk. "If we open a larger shop that can accommodate more customers, for example 10,000 people at once and provide comfort cafe, the citizens will flock here. That means merchants will also follow. I plan to buy all the land in this area and build a shopping mall. Some shops will be rented out, while others will be owned by us and provide new jobs."

"Clever," commented Yashiro.

"Yes, and those who are dismissed by the nobles will have the chance to open their own shops here or work for us depending on their attitude," said Raiken.

The elders applauded, amazed by Raiken plan. It took a while before they finally stopped clapping.

Raiken continued, "So don't worry about the plan to dismantle the corrupt noble businesses. What I want to know is your opinion on the reform itself. Do you guys still opposing it?" He looked at the three elders who had opposed it earlier.

"After hearing your explanation and report, you were right when you said the system is corrupting the Uchiha. I, Uchiha Kagari, no longer oppose this reform," declared Kagari.

"Me too," added Koen.

"And don't forget me as well," added Maku.

"You did the right thing," said Raiken. "Absolute power breeds corruption."

Hikaku cleared his throat.

"So, you've all heard my grandson-in-law explanation. Those who still oppose may raise their hand. We've postponed this long enough, and I want to end it today," said Hikaku. He looked around the room, no one raised their hand. "Then it's decided. From today onward, we will recruit people outside the clan to become part of the police force."

---Recruitment Began---

The next morning, the Uchiha Police Force erected new bulletin boards around the village, especially in crowded public areas. The idea had come from Raiken himself. His reasoning was simple, to spread truthful information directly from the Konoha Military Police Force. Every notice on these boards was verified and approved by the Konoha Military Police Force.

Curious villagers began to gather from afar, watching the Uchiha Police as they worked. Once the boards were installed, the Uchiha Police quietly left, leaving behind a crowd of murmuring onlookers. One brave villager stepped closer to read the announcements.

At the top of the board, a large title read:

KONOHA MILITARY POLICE FORCE NEWS

There were several sections, one reminded the public about Konoha laws, another detailed recent successes in capturing criminals. But in the very center was a bold beautiful poster that caught everyone attention.

KONOHA MILITARY POLICE FORCE IS NOW RECRUITING

"What? Is this real?" exclaimed one villager, squinting at the poster.

"What's real? Tell me now, I can't read," said another man beside him, a middle-aged laborer with rough hands.

"It says the Uchiha are hiring civilians... civilians! To join the Police Force," explained the first man, his tone still uncertain.

"What?" gasped a few others nearby.

The entire crowd buzzed in disbelief. For years, the Uchiha had been the sole authority over law enforcement, often feared and resented by commoners who saw them as untouchable.

"Why would they suddenly want to hire civilians?" someone asked suspiciously.

The first man kept reading aloud. "It says here that the Uchiha never originally wanted the position of Police Force, but the Second Hokage, Senju Tobirama assigned them that duty, so they took that responsibility. Over time, villagers began to resent them even though they were just doing their jobs. That misunderstanding caused tension between the Uchiha Clan and the rest of the village. So now, they're opening recruitment to everyone especially shinobi civilians, to show that the Uchiha aren't what people think."

The crowd fell silent for a moment, processing the words. Then someone muttered, "Really? They never wanted the job in the first place?"

The man nodded slowly. "That's what it says. Hard to believe, right? I've seen them act high and mighty before… one even threatened me once. It's strange to think they'd want to work beside us."

Another voice from the back spoke, quieter but thoughtful. "Maybe things are changing. If they're willing to open this position to outsider, to us, maybe… they really do want to get closer to us."

The villagers exchanged uncertain looks. For the first time in years, they feel that they really didn't know the Uchiha Clan, they thought the clan is just a bully clan who targeted civillian like them.

But now with this announcement, it changed their perception to them.
