The way the Heavens operated was fair, everyone was equal, everyone had a destiny, and a role to play in the world. To the Heavens it didn't matter who you were, you were all a part of the world. It was like saying, it didn't matter if mom, dad, aunt, or uncle carried on the family fortune, as it was all within the family in the end.
But of course, to mom, dad, aunt, or uncle, who got the money would matter a lot! This was the Heaven's fairness and equality. Everyone was the same, so it didn't matter who the fortunes went to, as it would all be contained with the Heavens.
