The gun control in the country was very strict so it was only the police force and other agencies that were given training to use them and permission to fire them under certain conditions.
There would be guns circulating in various places and there would be some families who had been granted special privelages to provide extra protection to their lands or other assets but ordinary people would have a hard time getting their hands on one.
Even if someone did get their hands on one, it would still be very difficult to practice with it as there were no gun ranges in the country since they were mostly places available in the capital that were exclusive to the upper class and others with proper permits.
It was mainly outside of the country that had far more loose gun policies and were not so strict on their management and usage although it was to be expected from a country that had been ruled and heavily influenced by Balancers.
