The main issue with that kind of approach would be that she would know less about those kinds of organisations or gangs she would become a part of, so it would be more difficult and dangerous for her.
Knowing Cerberus was what had let her know how it worked and how it was run.
She knew what to expect when it came to certain parts of Cerberus, so she had fewer things to worry about.
She knew how it was an organisation that was more professional than a lot of crime syndicates and how it would not abandon or cause harm to its members unless there was a clear and valid reason for it.
If it were another group, then it would not be the same, especially if it were a far more brutal and chaotic group.
If she joined one of those groups, then it would be more possible that she would get taken advantage of or be betrayed one day.
With how chaotic some of those groups would be, it would be even more difficult for her to find a way to survive in that kind of environment.
