Chapter 815 - First Meeting with Elizabeth

The story begins like this:

Elizabeth attends the Military Institute of the Royal Academy, where most students are aristocratic children of Nali, with few civilians or commercial class students. People say there is an invisible threshold to admission at the Military Institute of the Royal Academy, as the nobles are unwilling to relinquish their most important military power and are not even willing to give up a bit of their fundamental right to education.

This reasoning is obviously incorrect, or at least incomplete; the nobles may be unwilling to compromise, but under the growing influence of the council and the two parties, the Royal Academy, as the stronghold of the Griffin Party, would certainly not exclusively lean towards the old feudal aristocracy.

The real reason is that the studies at the Military Academy are very challenging, and the tuition fees are so high they match those of the Magic Court, more than double that of a normal Business School or Science Academy.
