The only ones that were left were those that had been sacrificed to the array, or those that lived all by themselves in remote places.
It wasn't as if the orcs had a unified society to begin with, so there were plenty of orcs that lived as hermits out in the wilderness.
They didn't want to live with tribes and just lived in small families in lands that they claimed for themselves.
Since there was plenty of land for the orcs, there weren't many that cared about them.
