Chapter 119 - Time Passed 11

There was no major change in the rest of the country besides the usual reports on the occasional incident and hero activities.

The rankings had not changed all too much besides having one of the top ten heroes declare their retirement.

Since they were retiring, their place in the rankings would be filled by the next person below them, and the same thing would repeat until only the tenth spot was left to be filled with a new hero to take the spotlight, who would be deemed most suitable.

They would be the top ten in England, but when it came to the whole of the United Kingdom, it would be those at the very top who would be placed in the top ten.

The same would happen when it came to involving other unions or alliances between countries that had a joint hero ranking.

Finally would be the top ten heroes of the world, which would determine the very best heroes that most in the world would know and support as a result of their great capabilities and accomplishments.

If a hero wanted to become world famous, then they would have to be in the top two rankings of their country as the least requirement.

Most criminal activities were not mentioned often unless there was a big enough joint operation that had already been completed.

If it were a covert or coordinated surprise operation targeting some underworld group, then nobody outside of the police and heroes involved would be allowed to know any of the details.

Measures would be taken to prevent any information leaking that could result in the group knowing they were going to be raided.

The gangs where Tiffany was located had less of a government or police presence that could control the gangs and effect change.

Even the heroes were limited in what they could actually do at times, and if a hero was smart enough, then they needed to know when to bow their head and look away when it involved certain powerful and ruthless groups.

Getting involved with some of them was just too much of a risk.

Even if they wore a mask and a hero outfit to protect their identity, it was no good if a lot of the city was already corrupted.

Even if they were not beaten up and had their mask removed to identify who they were, their information was still in their hero agency.

That information could be obtained through threats or bribery.

It would not be too difficult for a gang to gain that information using such methods and to use it to target the hero or the ones closest to them.

It was no surprise that some of the police and heroes had already been corrupted by how the city had been.

Some would be forced to look away and turn a blind eye at times, whether it was through intimidation or being paid to do so.

As they would fall into that pattern, they would find themselves falling further and further down that trap until they would be working for a gang in secret while maintaining their life in the police or a hero agency.

Some people were always trying to help others, no matter what, but not many were able to do so without suffering some sort of loss or great tragedy for it.

Even if they were strong themselves and could survive carrying out their duties and ideals of justice, they could not be everywhere at once.

They would be away carrying out their heroic duties somewhere away from their agency and their lover, family or friends.

Any of those people could become targets for revenge when they were left by that hero, who was busy trying to protect others.

Perhaps all of their family could be wiped out, leaving only them left to grieve and suffer.

It would be difficult for any hero to pick themselves back up, no matter how capable they were.

Even if they were able to return to their duties, they would likely not be the same as they once were.

There were even cases where such people would give up on their usual hero-like ways of handling things, as they would no longer hold back.

They would use far more destructive and aggressive methods to carry out their duties, which could heavily injure or even kill people as a result of their instability.

That kind of public display would not be accepted, and it was one way to get their hero license taken away.

If they went down such a path, then it would likely take a darker path closer to a vigilante.

Although vigilantes were not accepted and were considered to be acting against the law, they had advantages for them in some ways.

One of those things that was more advantageous for vigilantes was that they did not have to answer to anyone or register to be able to do what they did.

There would be records of their identity from registering their real name and other details, like with a hero agency.

They could keep their true identity a secret so long as they did not reveal it themselves or mess up somehow in a way that could cause others to figure it out or find out.

They had fewer backup and connections to make use of, unlike the heroes who were a part of hero agencies, but they were not restrained by rules and regulations that could hold them back during a crisis.
