Anti-Skill and Judgment had different jurisdictions.

Anti-Skill mainly handled incidents outside of school grounds.

Judgment mainly handled incidents inside school grounds.

Furthermore, while Anti-Skill was citywide, each school had its own Judgment branch, and each branch only dealt with cases within its own school's territory.

"If I recall correctly, the 177th branch you belong to doesn't cover any of the nearby schools, nor is it in charge of this area outside the campus, right?" Fang Li said in a leisurely tone. "Attacking me out of nowhere, aren't you afraid of being punished with report-writing and reflection papers?"

"That's none of your business…!" The confident look on Shirai Kuroko's face vanished instantly. She coldly snorted and said, "If my actions can dissolve a massive armed Skill-out group, then even the higher-ups will have to give me some leeway."

"Is that so?" Fang Li said innocently. "But I haven't committed any crime. You don't have any reason to arrest me, do you?"

"How could this be considered an arrest?" Shirai Kuroko's expression changed, and she put on an innocent smile. "I'm only 'inviting' you over, planning to persuade you to disband an armed Skill-out group and properly fulfill a student's duty, you know?"

"So that's how it is." Fang Li nodded in mock realization, then suddenly said, "But the way you 'invite' me seems to be giving me quite the benefit. From my angle, your completely exposed skirt bottom is basically throwing open the gates of opportunity for me."
