At the edge of the Myriad Territory stood a large city, among the top ten most powerful cities in the region. Its name was Qīng Líng Shān, and some referred to it as the City of Immortals. It functioned as a unique city-state, operating under the suzerainty of the sect. The city paid an annual tribute, and, when the sect was in need, it was required to place its military under the sect's command.
Qīng Líng Shān's political organization was distinct from the rest of the world. It was ruled much like a kingdom, yet not entirely. The Spiritual Liege was elected by the entire citizenry; citizenship was the only prerequisite for participation in the election, with sex, age, race, and all other factors being irrelevant. However, the Spiritual Liege could only be elected from members of a specific bloodline, that of Qing Yun Zi, the city's founder.
