As everyone knows, Wizard is an extremely broad concept.
In the "Wizard's Code," individuals and groups capable of using magic power and other natural energies, including but not limited to Traditional Wizards, Taoists, Monks, Scholar Practitioners, Ascetics, Priests, Onmyoji, Fox Immortals, Blood Race, Zombies, Werewolves, Ghosts, genetically mutated unnatural creatures, and Power Users using special equipment, are all categorized as Wizards and are under the unified supervision of the Mage Alliance.
But this is merely the unilateral view of the Mage Alliance.
Just like how during the Eastern Jin dynasty's legitimate rule for over a century, there were still people in Peach Blossom Spring living as if in the Qin era, 'unaware of Han, let alone Wei and Jin'. Even though the Mage Alliance has undisputed dominance over the world, in the crevices of the Alliance's oversight, there still exist some ancient organizations and individuals who deny their identity as Wizards.
