That's how long the doors of the Unstable Heavenly Domain will remain open and how many people it could host at once; anything beyond is not allowed.
Regardless of the circumstances, the doors to the Unstable Heavenly Domain will only be open for 50 years, and it starts the moment someone pushes the doors wide open. The time in the Heavenly Star Chaos Realm and inside the Unstable Heavenly Domain is synchronized. One day here is one day there, so it's easy to keep track of time.
1000 individuals. That's the cap of the population allowed inside the Unstable Heavenly Domain. There was no known limit to the life evolution realm of the people allowed inside. Though the weaker one is, the more the domain tends to be dangerous for them. Besides, the stronger ones wouldn't easily allow the weak to gain access into this domain; it's an inefficient use of resources, after all.
