Generally speaking, there are only two situations in which a Deity can receive the full support of a faction for their development.
The first scenario naturally involves having a senior figure within the faction who holds a high position. For instance, if Zhou Tian were to have descendants, he could naturally allocate a substantial amount of resources to them. Even if the Deities within the faction were aware of this, likely none would dare to speak up!
And the other scenario involves those Death Warriors cultivated by the faction itself.
Due to the brainwashing methods used in training, some of the Deities within a faction grow up with the information that they must obey the orders of the faction's leader. Deities raised under such education are unlikely to betray, and inducing such a Deity to betray would be an extraordinarily difficult challenge.
