Countries gradually departed. Most nations were satisfied with the results of this trip, while a select few left empty-handed, merely making the rounds.
Frustrated.
Disappointed.
Aside from the one that got its quota reduced, five countries that applied to join as member states were rejected. They clearly understood the reasons themselves.
Different for each.
Some.
Were simply too small.
Others.
Had unstable governments.
Some.
Had numerous records of international debt defaults, commonly known as bad reputations due to excessive reneging. If they were accepted, things would be even more hectic next year.

Therefore.
These were eliminated. However, it wasn't a complete loss of opportunity. Issues could be resolved. If tackled properly, or with the right attitude.
There was still a chance.
