From the beginning, the ghost was part of the Survivor Camp, and as a Survivor, the ghost was unable to slaughter other players in the instance.
In this instance, the ghost was originally in a situation where it could hardly make a move.
But it repeatedly appeared when Hunters and Survivors gathered, never pursuing the Hunters. It used misdirection to make players believe it was afraid of Hunters.
And it probably had another purpose in doing this: to ensure that no other Survivors were caught before it was.
Because if a Survivor were caught before then, everyone would realize that the "punishment" for being caught wasn't elimination, but an identity swap!
