This effect is a bit problematic.
One could inadvertently raise the Divine Power of many enemies with low Divine Power to one's own level.
However, the advantage is also clear: as long as an opponent's Divine Power isn't more than 5,000 points higher than the user's, their Divine Power can be reduced to the user's (presumably weaker) level.
Its practical use is quite decent.
Especially when teaming up, if the team member with the lowest Divine Power uses this item, it can directly neutralize the vast majority of the opponent's weaker members.
Of course, intelligence is quite important to use this item well.
After all, it only affects units whose Divine Power is not more than 5,000 points higher than the user's.
