It was summer break. Middle school hadn't exactly been… the best for young Izuku Midoriya. The bullying had ramped up when compared to elementary school. That was the curse of being quirkless. Not only was he quirkless, he also was a nerd, fanboy and several other things which didn't make it easy to be accepted. When faced with the impossibility of his dream, he had sunken in the habit of analysing quirks. He had gotten pretty good at it too. It helped calm his nerves and keep him from spiraling when faced with the shame of not having a quirk. That made it better but it still wasn't easy. It was just him and his mother, Inko. His father had taken a job overseas in america years ago. It brought in good money and -when added to what Inko made in part time jobs- allowed the family to live a comfortable lifestyle. They weren't rich but they got by without ever needing to worry about money.
He missed his father, he so rarely got to see him face to face these days.
But anyways, he was strolling through the nearby park, his mind wandering. Internally, he was already analyzing the villain fight which he had seen on the way there. A fire wielding villain had fought against the desert hero 'sandman'. How he wished he had brought his journal with him… but he didn't, so he had to formulate the analysis in his head, 'Sandman's quirk 'Sand body' is quite versatile and powerful. It allows him to turn his body into sand and manipulate already existing sand. It does not give him the ability to create sand, so he has to carry around a big gourd of sand. In this transformation, he can also regenerate lost limbs. In the battle against the villain, he used his quirk to evade the flame attacks. Luckily, the villains quirk does not seem to burn hot enough to melt sand into glass, which has been a hurdle for sandman before. Sandman's immense stamina and physical strength -both trained, as his quirk does not boost those- helped him outlast the villain, who clearly had no formal quirk training, just a young man on a power trip. Sandman used his special move 'desert prison', in which he creates a cage around the enemy out of sand and hardens it into sandstone, to secure the exhausted villain. It was fortunate that there was only one villain, as Sandman used most of his sand to create the desert prison. This highlights his weakness against several opponents and-', Izuku stopped walking as something caught his eye. Just beyond that bush, there was something blue hanging from a tree. He walked over to it, ignoring the several small children who were playing in the park. Even as he was fixated on that blue something, his mind raced, cataloging the quirks he saw the kids use, fire generation, a snake mutation, smoke form, spring body and so many more.
Izuku walked past the greenery with his eyes locked on what he caught out of the corner of his eye. There, hanging from the tree, which was an apple tree, was a strange fruit, about the size of an apple, with blue, purple and light pink coloring, looking like scales. It kind of resembles a pine cone. It was just within arms reach, so he plucked it from the tree. How had this strange fruit appeared here? Was it the creation of some weird quirk? Food created by quirks were quite hit or miss, either it was delicious or it tasted terrible.
Looking around, no one was near, so, in a fit of impulse which didn't fit him, he took a bite, swallowing it before the taste even registered. It tasted… rotten. The taste assaulted his mouth like a thousand garbage cans pressed into the unassuming guise of this here fruit. He let the fruit fall as he felt something within him change. He felt a power surging through his being, like liquid fire flowing through his veins. It didn't hurt, not at all. In fact, he felt better than he had in years. His body was light, his muscles… he had muscles? Yes, looking down at his arms, they were muscular, not body builder level but definitely not the scrawny, weak arms he was so used to seeing. Flexing his fingers, he could feel power flowing through his body. When he concentrated, he changed. Just as easy as lifting your finger, he grew larger and larger, muscles expanding and blue scales forming on his arms and chest. His fingernails turned into wicked sharp claws and he could feel something growing out of his forehead. Surprisingly, his clothes didn't tear, they almost magically resized for his hulking figure, easily two and a half meters tall, taller than All Might. And just as easily as he had transformed, he transformed back, the scales receded, the claws shrank in size until they were just fingernails again. His breath was shaky. That fruit! That had to be what did this. The scales that had appeared when he transformed, they looked suspiciously like the scales on the fruit, blue with purple. But that was crazy, right? Quirks were genetic! How could eating a fruit give him a quirk factor?
They tested him for one. It was new technology, checking the genome to seek for the elusive 24th chromosome pair, which contained the quirk genes. The results were 100% accurate and yet, here he was, transformed in a way that could only come from a quirk. How would he explain this? He couldn't very well say he ate a strange fruit, they would throw him in the psych ward. It wasn't possible. There were urban legends about Japan's demon king, a man or rather devil who could give out quirks and take them away, all bullshit of course, just like slenderman or bloody mary. But this wasn't that either. He hadn't met some demon, he simply ate a strange fruit. Izuku hurried home.
His mother was quite shocked, seeing her once small and scrawny kid not with a six pack. At first, she didn't believe it was him but when he revealed the secret to her famous katsudon, she knew it was him. Only three people in the world knew the exact blend of spices and herbs she used and those were herself, her husband and Izuku.
"You finally got your quirk! Oh- I am so proud of you! I-", Inko began crying uncontrollably.
After she had calmed down, she took him to the hospital, where they ran some tests.
The doctor, a middle aged man with sandy blonde hair and captivating blue eyes walked up to them with a clipboard and smiled, "Well. I have never before seen a case of this but it seems that the genome tracker we used several years ago to check for a quirk had malfunctioned. You are the first case of this happening since this technology hit the market ten years ago. We found a quirk factor in your genome, a complex one at that. Follow me, we will test what your quirk can actually do in one of our halls. The gene analyser told us a few things about your quirk but the finer details, we have to test manually. It could take years before you realize your quirk's true potential but we need to get the basics down for the quirk record"
They followed the doctor down sterile hospital hallways, walking further and further down, until they reached a large room. It was very large, with enough room to fit even the biggest of transformations.
"In here, you can let loose, the walls are reinforced to handle the stress of several tons of tnt", the doctor explained, "Now transform"
Izuku nodded, taking a shaky breath and concentrated. He grew in size and muscle, forming scales and horns. His mouth produced fangs and his eyes were slitted like a cat's. He held this form for a few seconds before noticing that the metaphorical lever which he had pulled, wasn't fully pulled, so he concentrated again and felt his body elongate and grow.
What the group of doctors and Inko saw was this muscular dragon-boy hybrid slowly transform into a full sized, chinese dragon, with fangs as large as someone's arm and big, filling the entire room with its blue scaled brilliance. What they noticed too was that he was floating, his body not touching the ground. He opened his maw and from it, a beam of energy shot. This blast was very powerful, indenting the already tripply reinforced wall.
"Extraordinary", the blonde doctor whispered, frantically writing notes as the transformed Izuku flew circles in the room before he transformed back to his human form. They tested his strength next. He broke the first two machines. They only got a usable reading when they used a grip strength machine meant for heroes with strength quirks. The team of doctors were frantically noting everything down.
"Now, your quirk factor, according to the analysis, reacts in a chaotic way when exposed to water, so let's figure this out. First, to the showers" the blonde doctor took him to a shower and turned on the water. Izuku felt no different, so they moved on to standing water at different depths. When submerged to his ankles? There was nothing. His calves? Nothing. He almost thought the read was wrong until they submerged him to the knee cap. When the water rose above his knee caps, he felt weak, as if all his strength had been drained out of him. Whereas before, he had been feeling invincible, now he felt like an infant, completely helpless.
"Interesting, submersion above the knee cap seems to drain the boy and negates all his quirk given strength. I would refrain from going swimming in the future, unless you want to drown that is" the doctor chuckled weakly.
"Can I now… leave the water?"
"Yes of course"
Immediately, when he left the water, his strength returned to him and he felt like the king of the world again.
"Good, that is all the tests for now. If you discover any additional things about your quirk, don't hesitate to come here again. Now, we need a name for the quirk… any ideas?"
Izuku's thoughts were running wild. The name 'dragon' was already taken by Ryukyu, the dragoon hero. Sure, there was no rule against duplicates of a quirk name, otherwise they would run out pretty quickly with all the fire quirks being registered every year but if he wanted to stand out as a hero, he needed a cool and unique quirk name, "What about 'Azure dragon'? It fits, doesn't it?"
"Azure Dragon huh? A fitting name indeed", The doctor handed him his file, "just read over this really quick and tell me if it sounds right. Normally, the parents are given this but as you are quite a bit older than the usual kid, I think you can sign off on it on your own"
Izuku took the papers from the doctor and read through them.

Quirk: Azure dragon
Type: Transformation
Description: Azure dragon allows its user to transform partially or fully into a blue colored, asian dragon. Despite the lack of wings, the user still has the ability to fly fully transformed. This does not seem to be the case when in hybrid form. Even without transforming, the users strength is amplified, only intensifying with transformation. The user's transformed strength lies at XXX kg . The user also has the ability -both in hybrid and fully transformed form- to shoot a beam of fire and concussive force out of his mouth, which reaches a pressure of XXX psi . Water submersion above the knee cap weakens the user and prevents him from transforming.
Quirk strength estimation: A rank'
A huh? Quirk strength was categorized into ranks, ranging from E to S, though there have only been two confirmed S rank quirks. All Might's and Stars and stripes'(an american hero).
Ranks weren't to be used as absolute fact however, as even weakly evaluated quirks can grow to unexpected heights.
Endeavor's quirk was catagorised as B rank but with training, it has risen to an A rank power, "Looks about right"
