Well, in fact, even if they knew the universal language, they probably wouldn't use it unless they were facing other races just like them.
In the Federation, all citizens were required to learn it while they were at school; however, they also don't use the universal language at all, but rather use the Federation's language.
The universal language that they were required to learn was acquired by the Federation when they first interacted with other races thousands of years ago.
But even though they had learned it, they weren't using it in their daily conversations.
They were only required to learn it because they might use them someday.
So, if they were really going to see the people staying on the planet and they were of a different race, they would probably rely on Storm to translate the language for them.
But without the translator, which was directly connected to the brain waves of the person, they wouldn't understand the meaning of others immediately, even with Storm.
