Local police stations had an unwritten rule: it was better to avoid stirring up more trouble with civil disputes, and they often leaned towards favoring locals. These relatives were all speaking the local dialect, and their sheer number was overwhelming. The police officer felt a headache coming on just looking at the scene. Complicating matters further, one of the relatives who lived nearby knew the officers well. He stepped out to make a call to the chief, and when he returned, the officers' attitudes had noticeably shifted.
