Matthew's attitude greatly exceeded Prince Garrison and the Goblin Engineers' expectations.
The Bay Territory clearly has already obtained these resources, yet is still willing to take them out for sharing again.
Such a gesture caught all the goblins by surprise, and yet seemed to fall within reason.
