Sylas faced the threshold of the city. The gates weren't tolled like the gates on Planet Gold had been. The reason was because, to the Emperor Sanctum, those who could make it here were already cleared to do so.
Fanelei knew this, of course. But she thought that Sylas wanted to make it deeper into Emperor Sanctum territory.
Technically, this was indeed the core of their territory. The Emperor Sanctum had deputies and Lineages here in small part. There were guards here, disciples here, powerhouses here.
Even if there wasn't an A-tier, there were certainly at least a few Level 190 to 200s here at the very least. Even for a fringe region of their territory, this was the bare minimum.
Of course, Fanelei could easily deal with such people. That wasn't exactly the problem, though.
The reason these people were here wasn't necessarily to deal with any and all threats. It was as an alert mechanism.
