"The balance of the entire world is at risk," 

"It's time to make a decision." 

The bald Five Elder, gripping the First Generation Kitetsu, spoke with a commanding voice. 

The pirate world was in chaos, and the World Government's authority was on the verge of collapse. 

As the nominal leaders of the World Government, the Five Elders had to act quickly, especially since Lord Im remained silent. 

"Deploy an Admiral! We must send one immediately!" 

"The revolutionary armies won't stop after toppling the Saint Dorry Kingdom and taking control of the entire South Blue," said the blond Five Elder coldly, his gaze sharp. 

"Their target has always been us!" 

"The revolutionary army's ideology is far too dangerous." 

"And what about the cries for help from the West Blue's member nations?" 

"The Figarland Family's power is growing at an alarming rate. If we don't stop them now, they might become another Germa 66," the bearded Five Elder said with a deep frown. 

There was no disagreement about sending an Admiral to deal with the revolutionary army. Their very existence was a direct challenge to the World Government. 

But while the South Blue required immediate attention, the growing threat in the West Blue couldn't be ignored. 

If they focused on the South Blue, it would leave the West Blue vulnerable. 

The Figarland Family might end up overthrowing the monarchs of the West Blue's member nations and taking over their kingdoms. 

If that happened, would the West Blue still belong to the World Government? 

After the bearded Five Elder finished speaking, the others fell into a heavy silence. 

"We can't worry about everything right now," 

"If the Figarland Family takes control of the West Blue, it won't immediately threaten the world's balance," 

"But the revolutionary army... They've already overthrown so many kingdoms in the South Blue," 

"Their next move will bring the flames of war directly to us!" 

The curly-haired Five Elder paused before gritting his teeth and speaking firmly. 

"The revolutionary army is our true enemy,"

"We must first extinguish the revolutionary army's flames in the South Blue completely."

"And the kings of West Blue seeking our help?"

"If those fools hadn't tried to seize the entire Figarland Family's assets, they wouldn't be in this mess!"

"The Figarland Family still doesn't fully control the West Blue."

"We can't waste our resources helping those idiots right now!"

Even if the Figarland Family manages to annex and take control of over a dozen World Government-affiliated nations like Troia, they are still far from ruling the entire West Blue.

To completely dominate the region, the Figarland Family would face more than just the opposition of Troia and similar countries.

They would have to contend with nations like the Kingdom of Flowers and every other nation in the West Blue, whether part of the World Government or not.

Currently, the World Government must focus on two fronts:

Deploying an Admiral and large forces to the South Blue to handle the revolutionary army. Remaining vigilant toward the movements of the Four Emperors in the New World and keeping an eye on Fish-Man Island, with its control over the power of Poseidon.

Given these priorities, diverting substantial combat power to confront the Figarland Family is not feasible.

"Here's what we'll do: order Navy Headquarters to send an Admiral and mobilize Marine elites to South Blue to destroy the revolutionary army," the somewhat bald Five Elder said firmly.

"As for the Figarland Family in West Blue, have Navy Headquarters send one or two Vice Admirals to mediate the situation. The Figarland Family's leader should understand the limits of our patience!"

The Five Elders knew the World Government typically turned a blind eye to wars between nations or factions in the West Blue. These conflicts often weakened both sides, making it easier for the World Government to maintain its rule.

However, there was a clear rule: nations affiliated with the World Government could lose battles, but they could never be annexed entirely by another nation or group.

The Kingdom of Flowers' attempts to consolidate power over all of West Blue, including both member and non-member nations, had already sparked the World Government's hostility.

"But what if the Figarland Family ignores our mediation and directly annexes those kingdoms?" the bearded Five Elder asked with concern.

"Then we'll handle the Figarland Family once we've resolved other matters," the bald Five Elder replied, his tone steady.

"Unless, of course, we wish to disturb Lord Im now."

His gaze shifted toward the heart of Pangaea Castle, where the Room of Flowers lay hidden.

For over 800 years, the World Government's grip on power had not depended on its CP agents or the sometimes defiant Navy Headquarters. It was rooted in something—or someone—far more powerful.

It's Lord Im in the Room of Flowers, alongside the Celestial Dragons' most sacred treasure—Uranus. 

As long as Lord Im and Uranus remain, the divine order of the world will remain unshaken, destined to endure for eternity. 

When the bald Five Elder finished speaking, the room fell silent. None of the other Five Elders offered further comments. 

They all held an unshakable belief: Lord Im is invincible. 

If Lord Im were to act, dealing with the revolutionary army in the South Blue and the Figarland Family in the West Blue simultaneously would be trivial. 

Even rewriting history and ushering in a new era once more would be within Lord Imu's grasp. 

But unless absolutely necessary, the Five Elders were reluctant to disturb Lord Im over matters they could manage themselves. 

Though the Five Elders are usually untouchable in the eyes of the world, before Lord Im—who has lived for centuries and wields the power of Uranus—they were no different from the "ants" they often dismissed among the common people. 

To Lord Im, they were merely tools, handpicked to help maintain control over the pirate world. 

And if a tool proves incapable of functioning without its master's constant intervention, does it deserve to exist? 

The Five Elders' orders were quickly relayed to Navy Headquarters. 

At Marineford, a tense atmosphere settled as Marine officers reviewed the World Government's latest directives. 

The relationship between the World Government and Navy Headquarters had never been simple. 

The Marines, the strongest military force under the World Government, tasked with suppressing dissent across the seas, were still made up of people. 

And people have their own thoughts and loyalties. 

For decades, the revolutionary army had resisted the relentless pursuit of both the World Government and the Marines. Not only had it survived—it had grown stronger. 

This wasn't just because of their strength; there was more at play. 

The leader of the revolutionary army, Monkey D. Dragon, was once a Vice Admiral in the Marines—and the son of the Marine hero, Monkey D. Garp. 

To put it plainly, most of the current Marine leaders not only knew Dragon but also had friendly relationships with him at one time. 

"The revolutionary army has gone too far in the South Blue this time," 

"Soraka, the so-called 'Saint of the Revolutionary Army,' is openly promoting ideas about 'redeeming everyone'?" 

"What are they planning to do? Overthrowing the Kingdom of Saint Dorry wasn't enough—do they aim to dismantle all of South Blue's kingdoms?" 

Sengoku, with his face grim and voice booming, shouted furiously, 

"Garp, you idiot! Control your son!"
