According to general understanding, "strict" usually implies "severe," therefore "strict punishment" means severe penalty.

But, if there is no explicit legal provision, it cannot be deemed a crime; without clear stipulations, no penalty can be imposed, except in cases where a harsher punishment is explicitly defined.

This leads to two divergent views in practice: some cases argue that organized crime does not pertain to a specific criminal charge and does not affect specific sentencing, only impacting parole and sentence reduction in the future.

The legal basis is the "Criminal Law" Article 81, paragraph 2: Criminals sentenced to ten years or more for organized violent crimes cannot be paroled.

Yet, other cases suggest that once categorized as organized crime, strict inherently means severe.
