The first category is when the inmate consents to donate the body or if the family agrees. According to the "Provisional Regulations on the Use of the Dead Body or Body Organs of Executed Criminals," it can be handed over to certain units for use.
This regulation was issued in '84, which explains the old rumors about all executed criminals' bodies being taken and utilized, all due to this rule.
