Tsunade, now almost year later is spending the evenings on the balcony of the palace Tower, reading letters from across the world. It has been few months since she gave birth to the Arashi.

While the world believed Uzushio was thriving, she knew the truth, it was struggling. The moment Naruto left, grumblings began, and the age-old process of power grabbing started even in Uzu. Though no one contested the rule of the Uzumaki, and all were content to remain under the Uzumaki name, the clans began vying for influence among themselves. Some resented the newcomers, accusing them of receiving undue Favor. Others complained of not getting enough recognition. The unity that bound them was slowly fracturing, and now, nearly a year later, the cracks were undeniable. For it wasn't only Naruto the man who held them together, it was Naruto the emotion that united them.

Now:

The first year of Naruto's exile felt, in retrospect, like a decade compressed into eleven merciless months. In the beginning, Tsunade managed the affairs of the Empire with steady hands signing requisitions, arbitrating trade, watching the new wards settle onto her womb. But pregnancy grew heavier, the chakra-burden from the barrier gnawed at her reserves, and soon she had no choice but to delegate authority.

That was when the fractures appeared.

Tsunade was watching the proceedings of the High Council from a hidden balcony, where she would appear only as a shadow. What she saw thoroughly disappointed her.

The High Council, once a single body orbiting Naruto's direction, had now splintered into quarrelsome constellations. The Water Alliance formed first: clans from the old Bloody Mist. Headed by surprisingly or perhaps unsurprisingly by Mei Terumi, they argued that they had shed sweat and blood for Uzushio's rebuilding long before anyone else, and therefore deserved greater recognition and power.

Opposite them rose the Earthen Alliance, clans that had sworn loyalty to Naruto from other parts of the Elemental Nations, such as the Land of Rice or the Hokubu region. This included the Okamihane, the Prajna Group (now an elite assassination and sabotage corps), the Iburi, Fūma, Kamizuru, and various other clans.

Next came the Fire Alliance, comprising the Akimichi, Yamanaka, Kurama, and various other noble families. This bloc also included many business owners and members of the merchant nobility, making them an undeniable economic powerhouse.

This, however, did not imply that the other alliances were lacking in wealth, Uzushio had risen to become the richest nation in the Elemental Continent, and as a result, all its clans had grown proportionately. Each faction had carved out its own niche whether in trade, industry, military contracts, or specialized services, where they thrived independently.

Some clans, such as the Akimichi, Yamanaka, Hōzuki, Okamihane, Kamizuru, Kurama, Roku, and Chinoike, had amassed enough economic power to rival smaller hidden villages in terms of individual financial capability individually. Meanwhile, the larger power blocs like Uchiha, Senju, Terumi, Kaguya, the Yuki, and some of the province of Hokubu had reached a point where their individual economic influence could challenge a great nation at least weaker once.

This staggering growth had all occurred in the span of just a year. The seeds planted by Naruto—trade routes, tariff reductions, the establishment of banking systems across the Elemental Nations, and inter-clan commerce had finally borne fruit. Most believed it was the result of actions taken in his final days, but Tsunade knew the truth. The real seeds had been sown years ago, when Naruto first envisioned and laid the foundation for Uzushio itself. What people witnessed now was not a sudden miracle, but a harvest long in the making.

In truth, the groundwork had been quietly nourished over time. The final acts before his exile was just the allocations, and political restructuring and was not the planting, but the fertilization, the final infusion of nourishment that allowed the tree to bloom in full. The growth may have appeared sudden, like a weed bursting through the earth overnight, but its roots had been spreading for years beneath the surface.

Since the beginning of his exile, Uzushio and its dominion, the Hokubu region, had expanded its economic output by a factor of fourteen. By comparison, it now stood at nearly seven times the economic strength of the Land of Fire itself.

Between these blocs stood the Wind Alliance, composed of governors and nobles from the Hokubu and its provinces, insisting that the distant regions deserved a voice equal to that of the capital.

It was this last group, the Wind Alliance that rattled Tsunade the most. The "insider vs. outsider" division had the potential to become a rot that could spread to the very foundations of Uzushio.

Mercifully, several powerful clans kept Uzushio from spiraling into outright factional civil war. The Chinoike, now constituting the capital's police force remained staunchly neutral, pledging loyalty only to the Uzumaki throne. Kimimaro's personal loyalty to Tsunade, owed to her saving his life, ensured the entire Kaguya clan stayed similarly neutral and answered only to her. Even the Uchiha, now recognized as a founding clan uunder the Uzumaki banner, refused every alliance but Uzushio's though they occasionally lent funds or support to Fire‑Alliance and their projects.

These stabilizing clans might have faltered were it not for Lord Suifu. In the wake of Naruto's exile, the once‑maverick commander became the empire's chief enforcer. Not to be immodest, but thanks to her own medical genius of combining her grandfather's and Yamato's cell and grafting them with a measured infusion of denatured Seven‑Tails chakra, much of Suifu's age‑worn vitality was restored. Which freed from the threat of strain due to his kinjutsu seals, the ancient warrior could now wield his formidable SS‑rank strength without risking death, even if he was still shy of his former mid‑to‑high SS peak.

Yamato himself, Senju by blood if not by name, had been brought into Uzushio's corps; though he could not provide a full Senju "offspring," his Wood Release and genetics proved invaluable in Tsunade's regeneration protocols. This was a byproduct of Naruto's master plan to release Senju assets, after all, Hashirama Senju's cells were considered Senju property, and the experiments conducted using them were legally Senju assets. Which made Yammato a Senju property. Though every time she saw Yamato use Mokuton, Tsunade would feel a pang of disappointment, she never showed it on her face. Yamato was a decent and innocent fellow; she got along very well with him, and after a lot of psychological evaluation, she brought him in as a Senju. But from what she had seen her grandfather do with that bloodline, it was like comparing a mug of water to the ocean.

Alas, when dissenting voices from any bloc dared question Uzumaki authority, Suifu silenced them publicly, ruthlessly, and without a second strike. Though none of the factions had dared it yet, and when someone from their ranks did, they isolated the person as if he were afflicted by the flu for they knew many things could be questioned, but never Uzumaki authority. They were not ungrateful people, despite having different political veins, none forgot the great debt they owed the Uzumaki clan. Tsunade was a Sannin, the arguably the second strongest, yet even she knew that if Mei allied with Kushina, or Kimimaro, Lord Yuki, along with Shisui, her own sheer might may not suffice to quell them, not that she expected such a coalition, but to be on the safe side, for it is always better to rule from a position of strength than weakness. Suifu could handle all of them, whatever combination they came in, the gulf between S-rank and SS-rank remained vast, and the old Grand Marshal now stood squarely on the far side of that abyss.

It didn't take her long to figure out why such a massive chasm had formed in Uzushio, seeing Kushina sitting in the royal booth made it clear. She had fanned these flames. Oh, none of the factions trusted Kushina, for despite the growing divide, they still worshipped the ground Naruto walked on, and his orders not to trust her was widely respected. But Kushina, the snake that she was, knew how to plant poison in people's minds, even when they didn't like or trust her. In some ways, Kushina could be more poisonous and slippery than Orochimaru ever could. Still, she hadn't entirely succeeded in throwing Uzushio into chaos or fully poisoning them against the other villages.

It was evident she was not fully successful on the day she gave birth. There was massive celebration throughout the empire. Every clan, villager, noble, and peasant alike celebrated. The so-called feuding factions, whose reports she had been receiving, were out on the streets laughing and cheering. Uzushio had a resemblance of how it used to be.

Still, there were nights when the courtyard song returned, when lanterns burned from every balcony to celebrate the unborn heir. On those evenings, Tsunade stood at her window and felt the wounds knitting. Then morning came, and written reports of shouting matches in council chambers reopened the gashes.

Tsunade had kept her distance for the last months of pregnancy due to stress and mis‑channelled pulse of the Uzushio Wards that can have tangled effect around the child in her womb but today she pushed through the golden doors of the Grand Council Hall and nearly recoiled. The chamber, once a sanctum for debate, had now dissolved into a marketplace verbal brawl. Clan heads stood with veins bulging, voices overlapping hard enough to rattle the stone.

Mei Terumi, cheeks flushed, slammed her palm on the table: "The Lightning Daimyo only wants our gold, he'll shut his ports the moment he fattens! This is no long‑term investment!" 

From the Prajna table came a sharp retort "Mist nostalgia and a personal grudge against Lightning." While Akimichi Torifu rumbled that both sides were blind to the logistical windfall. 

In the royal gallery, crimson hair glowed like a furnace under the high lantern light. Kushina stood center stage and raised her voice over the growing noise.

"Are we truly so naïve?" she said, her voice cutting sharp through the chamber. "Have we already forgotten how Uzushio was invaded by those very same people?"

She took a step forward, eyes sweeping over the assembled council.

"My son, your previous Emperor never trusted the Land of Lightning nor Kumo. Nor should he. He remembers what they did. He orchestrated the tension between them and Konoha for a reason, and in the chaos, he took back what was ours, our stolen Uzumaki scrolls, our relics."

A few murmurs rose from the crowd. Some turned toward each other.

"And now," she continued, "they come to us bearing gifts and flattery? With praises and daggers tucked beneath silk?"

She paused.

"The truth is simple. They know they've driven themselves into economic depression. They know that without our trade, without our alliances, they'll collapse. And now they want us to save them."

"They need us more than we need them," she said. "Let's not forget that…"

Enough, thought Tsunade, and she stepped forward, her robes fluttering. Her presence unannounced, yet was enough to silence the room. Chairs scraped. Even Kushina fell silent mid-sentence, though a knowing smirk lingered; she had likely sensed Tsunade long before she entered.

Tsunade's voice, calm yet edged with steel, cut through the hush:

"When did we become peddlers, shouting over each other like merchants at a fish market?

"When," she asked, "did we decide to comport ourselves like every other village? Where every clan claws for itself, shouting down its neighbour?"

Tsunade's gaze flicked to Kushina. The red‑haired matriarch smiled thinly, unfazed.

"When did we begin to mimic the very villages we once scorned, each man for himself, none for the nation?"

No one answered.

She ascended the Isle of the Emperor, taking her place on the tier just below Naruto's empty throne, No, her son's throne and remained standing.

Her gaze found Kushina. No anger, just an expressionless stare.

"You were not permitted to take the floor. That privilege was revoked and not without cause."

Kushina tilted her head, almost amused.

"And yet I spoke, because someone had to. My privilege cannot be taken away without due process. What decree you passed all those months ago is null and void. While I cannot speak when the master of the council, that is, you—is present, I can speak when it is someone else who is below me in rank or merely a representative of the Regent. That is the law."

"We'll discuss your interpretation of duty later," Tsunade replied evenly. "I did not come here today to referee petty squabbles," she said. "I came for a different purpose."

She lifted her hand, signaling the tall doors at the rear of the chamber.

A ripple of chakra shivered through the hall as four ANBU in ceremonial masks flickered into view, spears crossing. Behind them, Grand Marshal Suifu appeared, armor traded for formal robes, lacquered case with Arashi no Megami cradled under one arm. At his side walked six white-cloaked protectors. And nestled in Suifu's other arm, wrapped in indigo swaddling with a golden seal stitched across the cloth, was a newborn.

Suifu did not stride to the dais. Instead, he sunshined, flaring into existence directly before Tsunade, arms lifted to offer the child. She gathered the infant, settling him gently against her heartbeat. His eyes blinked—ocean blue like his father's—and the room held its collective breath.

Hush swept the chamber. Even Kushina froze. Tsunade cradled the infant, the crimson silk bundle pressed to her heart.

Gasps broke like surf. Chairs scraped as every soul in the hall surged upright. Babe or battle-hardened, the Emperor of Uzushio's throne demanded respect. Be it noble, faction chief, governor, or soldier and they rose to their feet.

"In accordance with Uzushio's rite," Tsunade announced, "I present to you the Emperor, His Grace, Arashi Uzumaki, Second Emperor of Uzushio and all its dominion, and Lord and Grace of the royal line of Uzumaki, the son and heir of his Grace King Naruto Uzumaki."

Every soul in the room bowed with a fist to their heart. Every sword tapped stone, every fan blade dipped, for no weapon shall be raised in the presence of the Emperor. The child made a small, curious noise, reaching stubby fingers toward the shimmer of the overhead chandelier.

Tsunade, holding the baby, spoke only one word:

"Rise."

And they did.

The assembly straightened. In that moment, factions dimmed. They saw not Mei, nor Prajna, nor Fire only servants gathered before the Emperor.

Tsunade shifted Arashi, her free hand resting protectively atop his head.

"We are the custodians of Uzushio's future. Every argument we wage, every treaty we sign, shapes the world he will rule." She scanned the hall. "If we devolve into petty blocs now, what message do we send the world? That an Uzumaki Empire is as treacherous as any shinobi village? That unity dies the moment a strong hand releases the reins?"

Silence. Even Kushina watched, expression unreadable, as if seeing the child had cracked something inside her. Yet her expression soon hardened again.

Tsunade's voice softened. "His Grace, the first Emperor Lord Naruto, once said: the greatest gift we can offer our children is a land so peaceful they forget our names."

She let the memory hang. "Let's not force Lord Arashi to remember ours as architects of discord."

She exhaled, touching the infant's cheek. "Council resumes in three days. Between now and then, you will reflect on your actions. There will be a reaffirmation of your oaths of fealty to your new Emperor."

A flutter of uncertain nods followed. Mei offered the briefest bow; the Hokubu governor pressed a palm over his heart; Torifu rumbled his assent.

The factions would squabble again, Tsunade was no fool but the balance had shifted. Power recognized power. And a baby's heartbeat beneath the Regent's hand reminded them all of their vow to Naruto.

Suifu stepped forward.

"My Regent, shall I escort His Grace to the nursery?"

"Not yet," she murmured, kissing her son's brow. "Let him see the chamber Naruto built. Let him feel the pulse of the empire he'll one day guide."

She turned, pacing slowly along the dais, letting Arashi's wide eyes take in the towering pillars carved with whirlpool sigils, the banners of every clan Kaguya, Yamanaka, Uchiha rippling from the vaulted ceiling. The council watched. As Tsunade passed between the lords' bows, she noticed their glances, not at her, but at the child in her arms. She knew what they were searching for. They were looking for Naruto in her child.

And most, she could see, were satisfied.

While Tsunade longed for Arashi to grow into his own person, she understood that the world would look for Naruto in him, measure him by his father.

High in the royal gallery, Kushina folded her arms, pride and vexation warring in her eyes. She had bowed when Tsunade brought her grandson before her, and her heart ached with longing. But she steeled herself. If she didn't do what was necessary now, her grandson might one day suffer what she and so many Uzumaki children had once endured.

The Clan Council chamber of Konoha was in a frantic state. Every seat was filled: clan heads in formal haori, civilian representative, two grim representatives of the Fire Daimyo flanking the dais. At the center table lay a single scroll of figures, one column circled in red seven times.

"Seven times!" the senior Daimyo envoy thundered, palm slamming down hard. "Uzushio's gross trade now dwarfs the Land of Fire by a factor of seven. A year ago they were barely equal to us, now their economy leaves ours in the dust. And they achieved it in a years. The Daimyo demands an explanation, especially when one of their largest foreign market is right here in Konoha!"

Hiruzen Sarutobi, weary eyes behind the Hokage's hat, rubbed the bridge of his nose. Before he could speak, Tsume Inuzuka shot to her feet.

"You say it like it's our fault," she growled. "Weren't the Daimyo's scribes the first to sign away Senju assets? Senju coin built good portion of the empire we're wringing our hands about."

A second envoy, narrow‑eyed, lacquer fan flicking open and closed, then snapped, "Seven times, Lady Inuzuka. Senju wealth was vast, but it never even equaled the Fire Daimyo's coffers."

Aburame Shibi adjusted his dark glasses. "And whose decree allowed Uzushio to open an Imperial Bank on Fire soil? That charter bears the Daimyo's seal, not ours."

A civilian representative, a silk‑clad magnate of the Textile Guild leaned forward. "Other nations have banks, yet none drove a seven‑fold surge. Why is Uzushio's different?"

Shiroma Nara, now an elder and father of Shikaku, rose slowly, fingers steepled. "That's true, my lords. Konohamaru and the Land of Fire are among the largest business points for the bank," he began, "but you forget one crucial detail. The Senju clan had numerous clans indebted to them. Lady Tsunade, with characteristic foresight, mandated that all repayments to the Senju be routed through the newly formed Imperial Bank. Naturally, this made the institution indispensable to dozens of influential clans."

He continued, "From there, it was simple economics. The bank began offering reduced interest rates on loans and higher returns on deposits, undercutting its competitors. The clans were also attracted by how it engaged the middle class. Hence, many repaid their debts to the Senju by taking loans from the Imperial Bank. With its vast liquidity, thanks in no small part to the immense reserves of Lord Uzumaki himself, the bank never lacked capital at any time."

There was a pause before his tone turned a shade darker. "And then there's enforcement. Bank defaulters don't just get legal notices, they disappear, but only after many warnings. 

He tapped the scroll. "And the Uzushio assassins are very efficient better than any ANBU to recover defaults with lethal precision. Merchants prefer certainty."

The assassination corps of Uzushio comprise various regiments, unlike other villages, which rely on ANBU and regular forces. Uzushio's ranks include clans like the Iburi, Fūma, Prajna, and several others specializing in assassination, making them among the finest. It speaks volumes that in a world where shinobi are not only trained killers but also the most effective debt collectors, Uzushio's are considered the best.

In other nations, assassination contracts typically pass from the daimyo or financial institutions to the Kage or hidden villages. But Uzushio does not follow that structure. Their hierarchy is central, streamlined, and efficient, meaning there's no additional expense when it comes to banking enforcement.

Shiroma allowed the murmurs to spread before delivering the final blow. "And we cannot forget the trade routes. With treaties signed by the Daimyo of every major land, Uzumaki goods have become accessible from the rocky passes of the Land of Earth to the storm-lashed mountains of Lightning Country. According to reports from my spy network, it is said that with the combined expertise of the Fūma, Uzumaki, Akebino survivors, and the Chinoike clan—whose Ketsuryūgan allows them to manipulate iron in its molten state—they now produce some of the finest weapons in the world. Mass-produced, yet of unrivaled craftsmanship."

He paused, letting the weight of his words settle. "Each weapon bears the Uzumaki seal—a mark now synonymous with quality, luxury, and lethal precision. Their seals are embedded into most weapons. And more importantly, they are affordable. That's the kind of branding even the Land of Iron would envy."

Hiashi stood up and said, "What Elder Shiroma says is true. I've also heard that the Hatake are back in the weapon manufacturing business, much like they were during the Warring States era. And it's not just that. Name any industry, and Uzushio now has a presence in it.

In the food and wine industry, the Akimichi, Yuki, and Roku clans operate some of the largest chains, second only to the Uzumaki-led enterprises. In agriculture, the Akimichi, Terumi, and the Hokubu regions play a major role. The Senju and Uchiha clans own vast tracts of land in the Hokubu region and outside. Moreover, when it comes to food production, the Senju, Uchiha, and Uzumaki have a stronghold even in other villages, making them among the largest producers in the Elemental Nations. Their combined production has begun matching regional demand, slowly driving down the cost of food.

They also have trade alliances with most minor villages. Even the Waterfall Village, who we once thought foolish to give up their Jinchūriki in exchange for a trade pact. In hindsight, that decision propelled their economy twentyfold.

As for the Yamanaka, it's only been a year since they sold their lands in the Land of Fire and relocated to Uzushio, and now they're among the wealthiest. Their recent foray into the alcohol business, in partnership with the Uzumaki clan, using plants exported from the Land of Tea and cultivated in the Hokubu region has significantly enriched them.

The Uzumaki clan itself is one of the largest exporters of minerals from the Uzushio islands. Meanwhile, the Rinha clan, alongside Tsunade's trained medics, runs one of the best hospital chains in the Elemental Nations. These facilities fall under immunity clauses even in wartime, as part of a joint Uzumaki-Senju venture.

And this… is just the tip of the iceberg."

Alaruya clenched his fists, jaw tight, as he listened to the accounts of the Uzumaki clan's prosperity.

Sukino leaned forward, voice calm but edged with analysis. "I don't diminish the achievements of Uzushio's nobility, far from it. But let's not pretend the empire's rise was purely from brilliance in commerce or diplomacy. The real engine behind this economic explosion is the Imperial Bank."

"No business, inside or outside Uzushio valued at more than one million ryō can operate unless the Uzumaki clan holds a 10% stake. That's massive. And that's before we even get to the taxes."

A pause, then Sukino continued. "But what propelled the economy to such unprecedented heights… was how they played the long game. As my brother said, at first, the Imperial Bank undercut everyone. Most of us laughed. Called it reckless. Loss-making. Unsustainable."

He shook his head. "What none of us realized then was that the Imperial Bank had already been running for over a decade under proxy names, all across the continent. Quietly. It was Naruto Uzumaki's design from the very beginning, even while Uzushio was still being rebuilt."

"Recently, banks under the command of Lord Kammado flourished in Hokubu. We didn't give them much importance, nor did we realize that the banks in Suna, the Land of Tea, even as far as the Land of Noodles, the Waterfall, and various other minor villages across the regions were all being run by Naruto Uzumaki through proxy names and shell companies. These institutions were stable and well-managed, but now, unified under the single banner of the Imperial Bank, they've begun undercutting aggressively. And here's the brilliance…"

She looked around the room. "Because one institution now operates across nearly every nation, it's easier to conduct business across borders, if you're a customer of the Imperial Bank. Take the Land of Lightning for example."

She tapped the table for emphasis. "They were the only major land that didn't allow a branch. And they paid the price. Business owners found it impossible to operate there because of the conversion issues. The Imperial Bank imposes a hefty transfer fee on the land of Lightning and makes money transfers deliberately slow and difficult. So business owners just stayed away. Why struggle when they had greener pastures elsewhere? In the end, the Lightning Daimyo had to request a branch himself. And the Uzumakis? They pulled every concession they could from him in return."

She folded his arms. "Now, this one bank generates three times more annual revenue than the Land of Fire's entire state income. Let that sink in."

Koharu Utatane slammed her cane. "Enough praising those damned Uzumakis. We need solutions, not awe."

Sukino inclined her head. "Credit where due. Naruto Uzumaki did the impossible in a decade. But he did in a single year of exile is… unprecedented."

Danzo's voice cut through, "We still hold the strongest shinobi village. Uchiha, Yamanaka, Akimichi gone, yes, but our edge remains. My informants say factional cracks widen in Uzushio. Without Naruto, nobles vie for power. We need only widen that rift."

Shiroma shook his head. "An heir now sits the cradle throne, Lord Arashi Uzumaki. If that child grows into half his father's shadow, the balance tips. Our own superiority in strength margin is thinning. The recent reforms helped us immensely, but we are not invincible."

Danzo brushed the warning aside. "Factions can be coaxed into conflict."

"And you would break the Daimyo treaty?" Shibi Aburame asked. "Iron Maiden, Shinigami seals, and the daimyo will have to pay? One misstep, Fire loses face and life."

Hiruzen finally raised a palm for silence. "We will not break the treaty," he said. "But political games that is permissible." His gaze flicked to Danzo. "Craft your webs. Deepen their conflict. Do it without open strikes." Hiruzen knew that while Danzo could be brash, when the time called for it, he could be far more subtle. Danzo understood that he couldn't use force due to the Daimyo's treaty, and given his recent standing with the Daimyo, he wouldn't dare risk it.

Danzo's single visible eye gleamed. "As you command, Hokage‑sama."

"The moment Naruto Uzumaki returns to the village, whether in four years or forty, depending on the gods' will and the edict—he will be capable of challenging or even defeating Hiruzen. You're not getting any younger. And on that day, our superiority will end, even if he is only your equal.
