Joseph signaled the Minister of Transportation to get on the carriage, perplexed, "Who are those people, capable of affecting our national income?"
The carriage started again. Theresa glanced to the north, nervously saying, "They are officials from various countries, and nobles, Your Highness.

Binder is the Assistant Foreign Minister of Baden.
