Besides the completely enclosed city of "Atlantis" with the "Skylight," other areas within the Life Space are temporarily unsuitable for life. Establishing a massive biological maintenance and circulation system is not a simple project.
Even though there is another Satellite City, the number of plants inside is still insufficient to support the breathing needs of over a hundred people. It can only be put on hold for now, with the oxygen it produces used for its own growth, allowing it to be self-sufficient.
