The pedestrian figure on the traffic lights walks as if it's on drugs, and just at this moment, a rat crawls out from the sewer gap on the roadside, but it staggers, and upon closer inspection, you can see a needle hanging by its mouth...

Anyone who has seen an addict would know, that kind of shaky movement, now this rat is just like that.
Washington has become a city of drugs.
