"Wait a minute!" Little Bush seemed to have caught onto something suddenly. He sat up straight, eyes fixed intently on Green, "We can't sell active equipment, but what about the damaged ones? The retired and stored ones? Or those that are temporarily unusable and prohibitively expensive to repair?"
"I remember during the conflicts in the Gulf of Mexico and the Caribbean, we had several warships heavily damaged. After being towed back home, they have been sitting in port waiting for repairs, due to a lack of funds and docks, right?"
