The sudden intelligence set Arashi's heart ablaze with excitement, while Marine Headquarters was thrown into a state of high tension.

The remnants of the World Government, long hidden since the fall of Mary Geoise, had finally revealed themselves—an event that electrified him.

Within moments, a detailed summary of the approximate military strength of seventy nations was placed on the Fleet Admiral's desk.

"The World Government's coalition army, led by the Five Elders, includes many island forces that our Marines have already defeated in the past."

"But beyond them lies the strength of the remaining seventy nations. They are the most stubborn and the most powerful."

"If these nations combine their full might and mobilise every royal army, they could assemble a fleet numbering no less than one million!"

"For today's seas, that is the most terrifying force apart from the Marines themselves."

"Furthermore, among these seventy nations are many formidable individuals, and they too will join the battlefield."

"The hidden reserves of the World Government may finally be revealed in this war!" As the flag officers reported, Arashi's eyes flickered with a rare seriousness.

He had never underestimated the World Government. For eight hundred years, they had ruled the seas, their foundations deep and immeasurable.

That was why he had used Pluton to annihilate Mary Geoise in one decisive strike—a fatal blow that shattered not only the Red Line, but also the suffocating weight that had crushed common people for centuries, awakening them at last.

"In this war, our army will deploy five Fleet Admirals, along with numerous Admirals, Admiral Candidates, and Vice Admirals."

"The Seraphim, the newly developed Seastone weapons, and every advanced asset at our disposal will be unleashed!" the square-jawed Vice Admiral declared grimly.

"This war will decide the fate of the world for the next several hundred—perhaps even several thousand—years."

"Compare the strength of both sides carefully. You must never underestimate the enemy."

"If battle begins," Arashi's voice was low and commanding, "you are to annihilate them at once with thunderous force."

The officers nodded in unison and left to prepare for war. Arashi himself, from his lofty position, rarely needed to act directly.

His duty was to oversee the grand design. Seated in his office in Mary Geoise, he read daily intelligence from across the seas.

On the first day, the picture of the coalition grew clearer. "The four remaining Five Elders now lead the seventy-nation alliance, rallying their kingdoms to mobilise every royal army to forge the strongest fleet in the world."

"At the same time, the SWORD unit—led by Rob Lucci, alongside Vice Admirals Koby and Kaku, and Rear Admiral Kalifa—suffered heavy injuries but escaped pursuit, returning safely to Marine territory."

"In Alabasta's waters, a fleet of one thousand ships and over one hundred thousand men has assembled, with Admiral Bullet as supreme commander."

"Near the Sabaody Archipelago, another fleet is forming under Admirals Kizaru and Aokiji, projected at three hundred thousand strong. In Water 7, Admirals Fujitora and Crocodile lead a fleet of similar scale, drawn from elite forces worldwide."

"In other waters across the Grand Line, additional fleets are mustering—over three hundred thousand troops in total."

"Once the seventy-nation coalition is located, these scattered forces will converge at lightning speed, combining into a legion of nearly one million."

The Vice Admiral spoke rapidly, tapping red circles on the wall map with his pen.

"Good." Arashi nodded. This force represented the peak of Marine power.

"Furthermore, specialised fleets are also being redeployed to Water 7." The Vice Admiral pointed to the circle again.

"These new-designation fleets include the Revolutionary Army fleet led by Dragon, the Whitebeard fleet, the Straw Hat fleet under Monkey D. Luffy, and the remnants of the Big Mom and Kaido fleets."

"Another, the God's Knights fleet led by Vice Admiral Garling Figarland, has already departed for Nirvina—the island identified by SWORD."

Arashi's eyes narrowed, then curved into a smile. "Sending Garling to Nirvina… whose decision was that?"

"It was Admiral Bullet's order," the Vice Admiral replied after a pause. "Garling was the one who rescued the SWORD team."

"Very good," Arashi chuckled softly. He held no doubts. Garling was shrewd enough to know where the future lay.

The World Government's eight-century reign would soon be a thing of the past.

The Celestial Dragons would be reduced to dust, remembered only in the briefest lines of future history books.

"What of the coalition army's movements?" Arashi asked again.

"They remain highly secretive," the Vice Admiral admitted. "The seventy nations are scattered worldwide, and no large-scale assembly has yet been detected."

Arashi was thoughtful. He was certain the alliance's mobilisation would be hidden well, for exposure meant their scattered forces would be crushed piecemeal by the Marines.

Time passed. On the second day, Marine fleets continued to gather, but the coalition made no move. On the third, massive forces converged at Water 7.

A passing merchant ship glimpsed from afar a dense fleet flying flags resembling infamous pirate crests—yet each skull had been replaced with an anchor.

The fourth and fifth days passed quietly. Elite Marine forces expanded further, their presence nearly blanketing the first half of the Grand Line.

By the sixth and seventh days, the world had grown accustomed to Marine rule and began looking forward to the new era.

....

Another three days slipped by.

Vast Marine fleets now dominated the Grand Line, but still, there was no sign of the coalition army. The Marines waited, patient but vigilant.

In the meantime, new government decrees spread across the seas. Schools and power plants were built, textbooks revised.

From that day forward, children learned words once foreign to them—words like equality, justice, and democracy—and eagerly shared them with their parents.

Historians would later mark this moment as the dawn of democracy.

...

Five more days passed.

The Marines continued their preparations, tension growing heavier with each day the coalition remained hidden. Yet the world itself had already transformed.

In towns across countless islands, ordinary people felt no breath of war. Instead, they rejoiced in the sweeping reforms brought by Marine law:

"A prince who breaks the law will be judged the same as a commoner!"

"All peoples and races shall have equal rights, protected by new laws!"

"Every citizen has the right to democratic elections in their own city!"

Decree after decree stunned the masses, filling them with hope. A new era had truly arrived—and for the first time, everyone understood it.

...

As time passed, the Marines' strength only grew greater.

Arashi lowered his head, turning page after page of the documents before him, silently planning deployments in his mind. As Fleet Admiral, he was destined to be at the heart of a world war.

In the days that followed, people came and went endlessly from the conference hall at Marineford. Meetings were constant.

Arashi often stood before the sand table, running war simulations and coordinating strategies with his officers.

For seven straight days, good news poured into Marineford. Reports of victories arrived from every corner of the world.

"Except for a few kingdoms, the West Blue is entirely under our control!"

"In the North Blue, more than a dozen kingdoms loyal to the World Government have formed a coalition, but the rest of the towns and islands are under Marine authority."

"The same holds in the South Blue—though there, too, more than a dozen kingdoms have united in defiance."

"In the East Blue, nearly all towns fell without resistance."

Report after report was delivered and compiled. Arashi and his flag officers smiled as they marked newly secured islands and towns with red dots on the world map.

At a glance, the map was already covered densely in red, spanning the globe. In just seven days, the Marines had achieved the power to govern the world.

"All that remains are those kingdoms still clinging to the World Government!"

"Over thirty have already sent envoys to negotiate surrender, seeking to avoid war and preserve peace."

"But more than seventy kingdoms have mobilised their royal armies and coalition forces, ready to fight us to the bitter end!"

"Furthermore, our people believe they've spotted the Five Elders among them."

"At the same time," another officer reported, "intelligence confirms that the rulers of these kingdoms are holding a secret assembly. Their actions are extremely covert—even our infiltrators cannot yet gather more."

Arashi's eyes narrowed. "So those four old geezers have finally shown themselves? What about Imu's whereabouts?"

Confusion flickered across the officers' faces.

"Imu? This figure you've mentioned who stands above the Five Elders… we've found no trace."

"It's as if he has vanished from this world. But as for the four remaining Elders, intelligence should uncover more soon."

Arashi nodded slightly, brow furrowed. The Elders were of little concern. Their power might be considerable, but the Marines' current might could crush them without his intervention.

Imu, however, was another matter entirely. Arashi had a premonition: the war's end would inevitably come down to a duel between them.

"Tell Rob Lucci to use every resource at his disposal. I want intelligence on the World Government at any cost," Arashi ordered in a low, firm tone.

"Yes, Fleet Admiral!" the officer responded, his chest tightening before quickly nodding.

Arashi's gaze returned to the world map. Against the sea of red dots, the blank spaces of defiant kingdoms stood out like open wounds.

"They are our final targets," he muttered. A crushing pressure swept through the conference hall, then swiftly faded.

The officers felt both exhilarated and nervous. Victory was within reach. Once those kingdoms were subdued, the Marines would truly control the world.

The outlook was excellent. Morale was high. Yet fate is always strange and unpredictable.

While Marineford prepared for the future, in a quiet corner of the world, dark currents stirred.

On a small, nameless island in the first half of the Grand Line, near the Calm Belt, a new power was rising.

Though the island was modest in size and long overlooked, from this day forward it would bear a name: Nirvina—symbolising Nirvana, or rebirth.

At its centre stood a newly built palace, resplendent with brilliant lights, gilded wallpaper, priceless paintings, and antique vases reflecting every flicker of flame.

Rows of seats filled the great hall—over seventy in total—each occupied by figures wearing sombre expressions.

Their gazes were fixed on the high platform before them, where four figures presided.

"The situation has reached a critical juncture!" an aged voice boomed.

"The arrogance, insolence, and tyranny of the Marines are plain for all to see! They dream of creating a so-called equal and fair world by killing us off. How utterly laughable!"

"Would you crawl like cowards, surrender your pride, and offer your necks to their blades? If we resist, there is still hope!

Your glory, your wealth, your extravagant lives—these can yet be preserved.

But if you submit, your noble status will be stripped away, your treasures seized, and you will be marched to the guillotine one by one.

None of us can accept such a fate! You, I, and he—we share the same interest!" Saint Topman Warcury, standing tall upon the platform, drew a deep breath and thundered:

"Unleash all your power! Fight with your backs to the wall! This war concerns every one of you!"

His words left the assembly pale and sweating. None could imagine losing their wealth, their power, their very identities.

"Honoured Saint Topman Warcury, what must we do?" one asked, voice trembling.

"Rally every royal army under your banners. Assemble the greatest fleet the world has ever seen!" Warcury roared.

His immense voice echoed across the palace walls, leaving the gathered rulers frozen in stunned silence.

In a shadowed corner, a soldier clad entirely in armour stiffened. Beneath the steel mask, his face had gone pale.

Meanwhile, the world beyond was changing. Merchant ships now sailed without fear of pirates, often escorted by Marine patrols.

In barely half a month, the people had already begun to enjoy this new age. Peace and order replaced chaos and war, forming a sharp contrast with the past.

....

Back in Marineford, Arashi sat at his desk, documents piled high like mountains.

"The seventy-nation fleet is assembling! Three days ago, a hundred warships were spotted gathering near a deserted island in the West Blue, close to the Calm Belt. Still, no sign of Imu's whereabouts."

The world's surface calm masked violent undercurrents.

To the Marines, the seventy-nation coalition was a thorn lodged in their throat—one that had to be torn out before they could fully usher in the next era. This battle was inevitable. Arashi welcomed it.

"It's been a month since we first received intelligence from Nirvina Island," he murmured.

"Clues about the coalition grow clearer by the day. The final battle draws near."

Rising, he stepped to the window. The sea breeze flung the curtains wide and tugged at his robes.

Beyond the Gates of Justice, the sky and sea met in a boundless horizon.

"Is this the world government?" he whispered, watching seagulls soar into the blue. His voice grew firm, tinged with quiet dominance.

"I will ascend the throne as king."

.....

That same day, in the waters near Water 7, the sea itself began to tremble.

A low, mournful howl swept across the surface—"Wooooo~"—like a beast's sinister roar. Waves crashed violently, sky darkening as if day had been swallowed by night.

"Hey, hey, I heard the climate here was unstable," a young ensign at the bow complained, shielding his face against the wind.

"But this is insane!"

"Looks like a tsunami," a middle-aged major said gravely.

"A tsunami?! Impossible—it's been calm for a month!" several Marines exclaimed.

"You're not locals," the major said, his eyes locked on the sky blackening ahead. The air grew thick with moisture; the sea looked as though it had been painted in ink.

"This sea has a legend—the Aqua Laguna. The Water Gods."

The Marines' eyes widened. "The Water Gods?"

"Yes. A devastating tsunami." His voice hardened to a roar.

"Everyone, take this seriously! Even with Admirals among us, a force of nature like this must never be underestimated!"

At once, the crew straightened, tension surging. Orders rang out. Men scrambled to stations, engines roared to full power, warships tightened their formations.

On the horizon, thunder cracked and rain began to hammer the decks in a relentless downpour.

From the lookout's post, lightning revealed something monstrous: the waves themselves hid shadows. Dark shapes riding the crest of the tsunami. Warships.

His eyes widened in horror. He raised the whistle to his lips.

*RINGGGG!!!!*

The shrill alarm pierced the storm. "Enemy attack!" a voice bellowed.

Within the mountain of water, an enemy fleet emerged—advancing with the tsunami itself, cloaked in darkness, crashing toward them without warning.
