Every cultivator has their own Dao embryo, and the Dao embryo they cultivate is a kind of Heavenly Dao law, albeit in its initial stage. Without this Heavenly Dao law, the Dao embryo cannot be cultivated.
It's like the Leisure System; if the Leisure Heavenly Dao doesn't exist, everyone in this world would have to hustle and bustle constantly, and there wouldn't be powerful idle experts like Elder Luo.
However, no matter which cultivator it is, they all act in accordance with the laws of Heavenly Dao.
To achieve Merging Dao, one must make the laws of Heavenly Dao act according to one's will.
