Why not set laws? Because Pei Guang knew that some things the True Stings did might actually be legal.

Laws are set for humans, or at the very least for intelligent units. But here was the problem: True Stings didn't seem to have much intelligence.

All of Penacony's laws were also set for people. 

What? True Sting invasion? Invasion laws target invaders.

After all, no one thought True Stings could appear from the inside, and damn well be born from the Dreammaster.

And being born from the Dreammaster, according to Penacony's current legal ordinances and some of the Corporation's regulations, what the True Stings were doing might really not be illegal.

Because there is no law stating that True Stings cannot eat people...

In this case, using laws to restrict them might allow the True Stings to exploit loopholes.

Although the code was written this way, Pei Guang knew very well that when the code ran into a bug, the code was still written this way.

Therefore, Pei Guang lowered the standard and directly used the moral baseline to constrain the True Stings, and it was secular morality and public order and good customs.

What is secular? Naturally, it's the universal concepts observed by most people. 

Since True Stings have a hive mind, no matter how many units there are, theoretically, they count as one.

And how many people are there in Penacony? If these people think it's immoral and violates public order and good customs, then it definitely violates them.

Look at what these True Stings are doing… occupying the Grand Theater and stopping the Charmony Festival?

And what are these bugs queuing for? Queuing to breed! Pure public indecency in broad daylight; it's too immoral. How can anyone do this? 

Even if one wants to do it, it should be done secretly.

As for Pei Guang killing True Stings? That's just too moral.

Although the policy couldn't kill these True Stings directly, turning them into squishy targets was still a weakening.

Not to mention, even if Firefly only had a few years left to live, he currently had ways to make Firefly live to a normal person's age.

It was originally targeted at the True Stings, but it ended up targeting himself?

Well, this is great. Him hitting the True Stings deals true damage, and them hitting him also deals true damage. 

I really played myself, uh!

Pei Guang was full of regret! He regretted not asking everyone's age before formulating this policy. 

It was too ridiculous! Who could have imagined that Firefly, who looked even older than March 7th, could be judged as a minor?

He regretted even more not formulating age policies based on different creatures. If he dated Bailu, that would normally be judged as a violation, but the system might not count it as one. But Firefly is normally not a violation, yet the system counts it as one. 

Where could he go to reason this out?

All his helplessness finally turned into a sigh: "Sigh! Don't mention it. I pitied myself. But it's not a big problem. Isn't it just becoming squishy and dealing mutual damage? At worst, I'll just ditch all defense today."

True damage, essentially, means fighting the boss without armor. Not a big problem.
