'Peacekeeping Department?'
'To maintain peace in the ninja world???'
Fugaku was completely stunned by Mirai's series of remarks.
He stood there, dazed.
Although he didn't entirely understand the plan…
It sounded very high-end.
"Fugaku." Mirai said with a calm smile, "Although the Peacekeeping Department is newly established, its status will be very high. A large number of Konoha's strategic resources will be funneled into it."
"A peacekeeping force.
A department that required overwhelming strength and deterrence.
And in Konoha, only the Uchiha met those requirements.
Just imagine: when terrorists in the Land of Fire are scheming to wreak havoc, and they're on the verge of success—suddenly, a squad of red-eyed men in black uniforms emblazoned with the Peacekeeping insignia drop from the sky like divine punishment, rushing them with terrifying speed.
Who on earth could withstand that?
Peacekeeping! Peacekeeping! If you don't cooperate—we'll make you cooperate!
That... was the real essence of a peacekeeping force."
"I see..." Fugaku murmured.
As Namikaze Mirai's words sank in, the pale tension in Uchiha Fugaku's face finally began to fade. The stone in his heart fell quietly.
As the head of the Uchiha clan, he wasn't particularly invested in the peace of the shinobi world.
But he did understand what this meant for Uchiha.
Back when his clansmen were placed in charge of the Konoha Security Department, they frequently clashed with villagers. The naturally prideful Uchiha would often look down on others during law enforcement. Every time they patrolled, their expressions would scream arrogance.
And as time passed, the village's resentment deepened.
During the Third Hokage's era, tensions between the Uchiha and the village reached a boiling point—much of it caused by this very arrangement.
Now, with the formation of a peacekeeping force, hot-headed Uchiha youths would finally have a legitimate outlet for their energy.
And the name—Peacekeeping Department—sounded so much more noble than "Security Department."
Fugaku's eyes lit up.
He could already imagine how the clansmen would react the moment they heard this title.
…
And sure enough—Uchiha Fugaku's instincts were correct.
When news spread that the Fifth Hokage had formally established the Peacekeeping Department and entrusted it to the Uchiha clan, the reaction among the Uchiha was nothing short of explosive.
At first, there was shock.
Then, exhilaration.
Followed by overwhelming excitement and emotion!
"Peacekeeping Department! Maintaining world peace! That's amazing! This is what Uchiha should be doing!"
"That damn Security Department—I've had enough of that crap! I want to join the Peacekeeping Force now!"
"Keeping peace in the shinobi world... it is Uchiha's duty and destiny!"
A wave of ecstatic cries rippled through the entire clan.
Countless Uchiha were energized, their eyes blazing, eager to enlist in the new department.
Peacekeeping Department—a title noble, elevated, and aligned with their ideals.
No longer would they be the oppressive force of the village.
They would be its protectors.
Its guardians.
Its avengers.
…
"Why's everyone so fired up all of a sudden?"
Uchiha Shisui, known as one of the more moderate voices in the clan, couldn't help but ask as he observed the rare emotional outburst of the typically composed clansmen.
Though the internal divisions of "hawks" and "doves" were no longer prevalent, he still knew his people well. Most were calm, proud, reserved.
This wasn't normal.
"Shisui nii-san, you haven't heard yet?" A younger clansman who often followed him smiled proudly. "The Fifth Hokage-sama has established a Peacekeeping Department! A department dedicated to maintaining peace in the ninja world—and it's assigned directly to us Uchiha!"
"Peacekeeping…?" Shisui repeated.
To maintain peace in the ninja world?
His body stiffened as if struck by lightning.
'Peace…'
The word struck deep.
A familiar ache welled up in Shisui's chest. His eyes suddenly stung.
That was what he had always wanted. Always dreamed of.
Even when his clan teetered on the edge of rebellion, even when he was torn between duty and blood, he had clung to the belief that peace was still possible.
And now, Namikaze Mirai—the man he once viewed with caution—had handed that dream back to him.
Was the Fifth Hokage truly... someone who desired peace?
Shisui remembered the day Mirai had first walked into the Uchiha compound.
Back then, Shisui couldn't align with his ideals.
'Can peace created through force truly last?'
But now, Mirai hadn't just brought peace to Konoha—he is laying the foundations for that peace to spread across the entire shinobi world.
The Peacekeeping Department was proof of that.
'So… I was the naive one after all…'
Shisui closed his eyes.
The man he had once doubted had become the lighthouse in this turbulent sea.
Just then, a voice pierced his thoughts.
"Uchiha Shisui, the Hokage wants to see you."
He opened his eyes.
An Anbu operative stood before him in a white mask.
…
Hokage Building.
Hokage's Office.
"Hokage-sama, did you want to see me?" Shisui asked as he stepped into the quiet, solemn room.
Behind the desk stood Namikaze Mirai, blond hair and sky-blue eyes as piercing as ever. He leaned forward, fingers steepled beneath his chin.
"Shisui." Mirai said evenly, "You've heard about the Peacekeeping Department, haven't you?"
"I have." Shisui answered, a trace of admiration slipping into his voice. "It's a bold and incredible concept. Honestly, I never expected you to take the pursuit of peace so seriously—especially entrusting it to the Uchiha."
A soft chuckle escaped from Mirai.
"Well then," he said lightly, "how about I entrust you with it?"
"…What?"
Shisui blinked.
Mirai repeated calmly, "I want you to be the Minister of the Peacekeeping Department."
Shisui stood there frozen, eyes wide with disbelief.
'Minister…?'
Had he heard that correctly?
"I… I'm going to be the Minister of the Peacekeeping Department?"
"You will." Mirai confirmed with a warm smile.
The words felt like they echoed across the room.
Like the sudden downpour of rain after years of drought.
Shisui's lips parted, but no sound came.
"…But… why?" he finally whispered. "Why would you give me such an important responsibility?"
"Because you're the Uchiha who loves peace the most." Mirai replied without hesitation. "And your hope for peace—that alone makes you the most qualified."
"You see, Shisui, being a peacekeeper isn't just about power. It's about principle. Morality. Heart. And I believe you won't stand by and watch chaos take root in the shinobi world."
"Cutting down injustice and bringing order—that is the duty of the Peacekeeping Department."
"And now... it's your duty."
Mirai's gaze met his like steel and flame.
"Uchiha Shisui—tell me. Can you do it?"
Shisui's heart surged.
In his obsidian black eyes, a hidden fire ignited—wild and resolute.
'So this… this is what these eyes were awakened for?'
To bring peace to the shinobi world.
To enforce order where there was none.
To shine a light into the abyss and never waver.
Even if the power of Kotoamatsukami is used up—
Even if it costs him everything—
He would carry this mission to the end.
"…Hokage-sama!"
Shisui bowed deeply, fists clenched at his side.
"I've never felt more alive than I do in this moment!"
"I think… I've finally found my reason for living."
"Like a ray of light in the endless dark sea."
"It shall be my duty—Uchiha Shisui's duty—to preserve the peace of the ninja world!"
