When Pei Laoliu arrived above the City Lord Mansion, he saw a somewhat strange scene.

He murmured to himself, thinking these monsters might be killing each other over food distribution issues.

Master Liu then looked up again at the distant sky.
He could clearly feel that the tribulation cloud was compressing all its strength together, and the reason it hadn't descended yet was likely because it was accumulating power.
The power of this ninth bolt of heavenly thunder is presumably much greater than the previous eight.
But now is not the time to marvel at this, as he clearly saw the predicament facing everyone below.
